Hawaii resident retirement worksheet

Use the year income is received, not the filing year. Later years use a separately approved assessment until the next return rules are verified.

Start with positive federal-AGI-based income after OTHER current Hawaii additions, subtractions and contribution basis, before only the displayed included pensions / benefits and state deductions. Apply enacted 2026 Act 35 conformity first. Each approved pension must meet actual retirement, disability or death and source / beneficiary conditions; salary deferrals and penalized early distributions are not automatically exempt. Standard mode requires unrestricted state eligibility. Regular exemptions require eligible non-disabled filer and, if joint, eligible living spouse, neither claimed by another taxpayer. Restricted deductions, disabled owners, separate-spouse exceptions, mixed residency, losses, other income taxes and credits need separate preparation.

Surviving status uses the joint table and standard deduction, but no deceased spouse exemption or age addition. Separate-spouse exemption / deduction exceptions use full prepared amounts.

Federal-AGI-based positive income after all other approved 2026 conformity / basis changes, before the displayed pension / benefit exclusions, deduction and exemptions. Ordinary IRAs, TSP / elective deferred compensation, wages and state investment income remain in this base.

Only the amount still included in the starting base, ordinarily federal Form 1040 line 6b. Do not subtract gross Social Security or count the same railroad payment twice.

Separately approved included Railroad Retirement Board amounts outside the preceding Social Security-equivalent amount. Confirm federal protection and source; do not classify private railroad-employer pension as an RRB benefit.

Only approved qualifying public-system benefits still in the base, including eligible civil-service / uniformed-service amounts. Voluntary elective contributions, TSP /457 deferrals and unrelated annuities are not automatically exempt.

The taxable portion still in the base AFTER federal / state contribution basis. This amount is distinct from public and rollover receipts. More accounts require separately prepared exclusions, not one blended ratio.

Actual gross payment BEFORE basis recovery, not just its federally taxable portion. Zero included payment makes gross / ratio unused.

Actual HAR 18-235-7-03 ratio applied to GROSS payment; basis is separately recovered. For example 1200 gross /800 federally included /60% yields 720 pension relief and 80 remaining income, not 480 relief. Approve pension-level actuarial / contribution records; current account balance percentages are not a substitute.

Actual taxable portion in this base from ONE approved traced continuation account. Original plan, distribution reason and beneficiary rights must qualify. A rollover IRA label does not establish exemption.

Gross payment before basis from the same approved account. Zero included payment makes gross / ratio unused.

Actual separately prepared ratio / subaccount tracing. Post 1994 rollover earnings follow continuation rules; older accruals and newly designated beneficiaries can require different treatment. Do not use the other owner’s or other account’s ratio.

2026 state standard $16,000 joint / surviving, $12,000 head, $8,000 single / separate. No federal age / blind additional standard deduction. Restricted dependent eligibility, separate-spouse conditions, itemized limits, new 2026 conformity and other deduction lines require full preparation.

Ordinary eligible filer / actual joint spouse each gets 1144, plus 1144 for each eligible owner age 65+ and actual approved dependent. Certified blind / deaf / total disability uses exclusive 7000 replacement rules; dependent or separate-spouse exceptions require full preparation, not stacking.

Actual eligible non-disabled filer, not someone claimed by another taxpayer.

Used only on an actual joint return in ordinary exemption mode. No deceased-spouse addition.

Actual allowable dependent count, not children listed without eligibility review. Disability-replacement and dependency exceptions use full prepared exemptions.

Actual smaller of state net long-term and net total capital gain, minus investment interest election (N-158 line 4 e), after state basis and netting. Not gross sales, qualified dividends or all federal gain. Supported amount cannot exceed positive Hawaii income; losses / complex netting need the full worksheet.

Optional independently limited / ordered ordinary-tax credits. Blank preserves resolved before-credit tax and leaves after-credit tax unknown. Refundable credits, withholding and other state income taxes are outside this output.

Does Hawaii tax pensions, Social Security and retirement withdrawals?

Hawaii excludes Social Security and approved pensions, but elective deferrals can be taxable. Calculate 2026 deductions, pension shares and state tax.

Hawaii does not tax the Social Security amount included in federal adjusted gross income. Its pension answer depends on the source and funding: approved public retirement benefits and qualifying employer-funded private pensions can be excluded, while ordinary IRA withdrawals and employee elective deferrals can remain taxable. The calculator separates these receipts before applying Hawaii deductions and the published state tax method. A pension name or a Form 1099-R does not prove that an entire distribution is exempt.

Public retirement systems have their own source test under HAR 18-235-7-02. Qualifying federal civil-service, uniformed-service and comparable state or local retirement benefits can receive relief. Voluntary contributions made under an elective right are different; the Federal Thrift Savings Plan and an ordinary section 457 deferred-compensation account do not become exempt simply because a government employed the saver. Mandatory contributions and optional salary deferrals should be identified from actual plan records. A privately maintained university annuity is not automatically a governmental plan just because the participant worked at a public university.

For a private pension, approve the reason for the payment as well as its funding. The rule concerns payments by reason of retirement, disability or death. A regular early retirement pension can qualify, but a distribution subject to the federal early-distribution penalty or an ordinary withdrawal before those qualifying events does not receive automatic relief. Employer matching and qualifying mandatory contributions can produce an employer-funded portion; employee cash-or-deferred elections can produce a taxable portion. Self-employed owner contributions are not treated as an unrelated employer pension merely because a business made the deposit.

The private-plan ratio must be applied to the gross payment, with already taxed contribution basis recovered separately. The official administrative-rule example has a $1,200 annual gross pension, a 60% employer ratio and $400 annual basis recovery. Federal inclusion after that basis is $800. Hawaii pension relief is $720, leaving $80, rather than applying 60% to the $800 federal figure and deducting only $480. Enter both gross and included amounts for the same account. The tool caps the displayed exclusion at the amount actually remaining in its starting income, so a previously excluded dollar is not deducted again.

Obtain the actual pension-level exclusion ratio under HAR 18-235-7-03. It is not necessarily the current percentage of assets carrying an employer label. Contribution records, the prescribed measurement date, previously taxed contributions and applicable annuity rules can matter. The worksheet accepts an approved ratio instead of inventing one from a single tax statement. If administrators can segregate qualifying employer, elective and rollover subaccounts, prepare each separately. Multiple pensions or different owners cannot share a blended ratio that changes their individual rights; additional accounts require separately reconciled adjustments.

Rollover IRAs preserve history. TIR 96-5 treats an eligible rollover account as a continuation of the original plan, including the continuing treatment of earnings accrued on or after January 1, 1995. An ordinary personal IRA does not inherit an exemption from a different employer pension. A rollover of a distribution that did not qualify because it was received before retirement, disability or death does not become exempt when later converted to a Roth IRA. Survivor and designated-beneficiary rights also matter; a beneficiary newly designated by a surviving spouse is not automatically the original participant’s qualifying beneficiary. Older accruals and mixed contributions need their actual records.

The benefit subtraction uses amounts included in the prepared starting income, rather than gross cash benefits. Social Security-equivalent Tier 1 railroad payments belong with the federally included benefit amount. Other federally protected Railroad Retirement Board receipts require separate source confirmation and must not duplicate that amount. A pension paid by a private railroad employer is not the same thing as an RRB benefit. Keep federally excluded benefits, basis and qualified Roth distributions outside an income input that is meant to contain taxable amounts.

For tax year 2026, enacted Act 35 retains Hawaii standard deductions of $16,000 for joint or qualifying surviving-spouse returns, $12,000 for head of household and $8,000 for single or separate returns. These are state amounts, not the larger federal standard deduction. Hawaii does not import the federal additional standard deduction for age or blindness. Restricted dependent deductions, separate-spouse itemization conditions, state itemized limits and other current deduction lines require a full approved Hawaii deduction. Prepared mode replaces the standard amount and does not add it a second time.

Ordinary personal exemptions are income deductions of $1,144 per actual eligible person, with another $1,144 for an eligible filer or actual joint spouse who is age 65 or older. The basic mode assumes neither filer is claimed by another taxpayer and requires an approved dependent count. Qualifying surviving-spouse filing uses the wide tax table and deduction but does not create a living deceased spouse or an extra age exemption. Certified blindness, deafness or total disability can instead use the exclusive $7,000 exemption and related spouse rules; this replaces ordinary rights rather than stacking with age and dependent exemptions. Use full prepared exemptions for disability, dependency and separate-spouse exceptions.

The current agency table applies to taxable years beginning after December 31, 2024 and uses $50 income intervals strictly below $100,000. The lower amount is included and the upper amount is excluded. At $100,000, use the printed rate schedule instead. The tool preserves all 2,000 table rows, the literal printed schedule bases and whole-dollar rounding; it does not estimate a lookup amount by multiplying gross pension income by a top rate. Enacted Act 24 changes brackets for 2027 and 2029. Its future 13% bracket is not the 2026 rate.

Eligible Hawaii net capital gains can have an alternative calculation. Prepare worksheet line 10 from the smaller of state net long-term gain and state net total gain, reduced by the actual investment-interest election. The tool uses the April 22, 2026 agency correction: $48,000 single / separate, $72,000 head and $96,000 joint / surviving worksheet floors, applies 7.25% only to the eligible amount above that floor and compares the result with the regular table or schedule tax. Qualified dividends, gross sale proceeds and a federal gain figure before Hawaii basis adjustments are not substitutes. Short-term losses, carryovers and special income need separate netting.

Act 35 also changes 2026 conformity, including treatment of miscellaneous itemized deductions and some new federal provisions. The agency also identifies incorrect capital-gain floors still printed in that booklet; the calculator uses the corrected amounts. The current N-11 booklet is still for tax year 2025, so its pension explanations and worksheet mechanics are continuing guidance, not authority to reuse its older numerical standard deduction or every older adjustment. Start after other approved current-year differences, and use prepared deduction mode when additional deduction lines apply. Act 118 allows elected withholding on taxable retirement distributions from 2027; withholding is a payment toward liability and does not make a pension exempt. After-credit estimates require separately approved credit limits and ordering. Final 2026 instructions, special taxes, part-year residence and a complete return remain separate from this scoped worksheet.
