Maine 2026 pension cap, Social Security offsets and income phaseouts
Estimate Maine retirement tax with the 2026 $49,824 pension cap, each spouse’s benefit offset, income phaseouts and high-income surcharge.
Maine’s July-revised 2026 estimated-tax worksheet publishes a $49,824 maximum nonmilitary pension deduction for each approved primary recipient. This is the annual maximum before offsets, not a promise that every retiree can deduct that amount. The original recipient’s total gross Social Security and railroad retirement receipts reduce the available room, including the nontaxable part of those benefits. The federally included benefit portion is separately subtracted from Maine income. These two treatments can operate together without making Social Security taxable to Maine.
The pension worksheet first takes the smaller of an owner’s eligible taxable pension income and that owner’s remaining benefit-adjusted cap. On a joint return, the spouse has a separate calculation. Unused allowance cannot be transferred to cover the other spouse’s larger pension. Qualified plan classification, original earnings or contributions, after-tax basis and surviving-spouse rights must be prepared. Amounts attributable to Maine pick-up contributions already deducted under another provision cannot be deducted again as pension income.
Employee-plan distributions received before age 55 without the required substantially equal periodic-payment conditions do not qualify, even when a federal early-distribution penalty exception applies. The retirement-benefit definition separately excludes distributions subject to Section 72(t). IRA classification and taxable Roth amounts must therefore be checked from the actual records rather than assumed exempt. Approved uniformed-services retirement has a separate full subtraction; the 2026 definition includes qualifying NOAA and Public Health Service commissioned-corps retirement. This category does not consume the ordinary pension cap or its income phaseout.
The nonmilitary pension reduction uses federal adjusted gross income, not Maine adjusted gross income. Chapter 662, signed April 13, 2026, aligns the separate-filer starting amount with the single-filer amount while preserving a $50,000 separate-filer phaseout width and $100,000 width for other statuses. Sections 5402 and 5403 require inflation indexing from the assessor’s September vintage of chained CPI, twelve-month June-ending averages and downward $50 rounding. The index is the BLS chained CPI-U (series SUUR0000SA0) as it stood in the September 15, 2025 data vintage, archived by the Federal Reserve’s ALFRED service: its July 2023–June 2024 and July 2024–June 2025 averages of 172.3449167 and 176.3495833 produce starting amounts of $127,900 single / separate, $191,850 head and $255,800 joint / qualifying survivor. These are disclosed statutory reconstructions, not quotations from a final 2026 pension worksheet. An independently approved threshold can be entered instead.
The standard deduction is $15,700 single or separate, $23,550 head, and $31,400 joint or qualifying surviving spouse for 2026. Each eligible age-65 or blindness condition adds $2,050 for single / head or $1,650 for married / qualifying-survivor status under the applicable conditions. Claimable dependents, separate filers with an itemizing spouse and special spouse rights require their own deduction preparation. Itemized amounts must satisfy Maine’s $37,100 nonmedical limit and separate eligible medical / dental expense rules before the displayed income phaseout.
Maine AGI, after the displayed benefit subtractions, controls the deduction and personal-exemption phaseouts. Deduction phaseout begins at $102,250 single / separate, $153,400 head or $204,550 joint / qualifying survivor, over widths of $75,000, $112,500 or $150,000 respectively. The $5,300 personal exemptions have different starts: $341,000 single, $204,575 separate, $375,050 head and $409,150 joint / qualifying survivor. Their widths are $62,500 separate and $125,000 otherwise. Prepare zero, one or two actual personal-exemption rights; dependent credits do not create another $5,300 exemption.
For an approved joint household with $120,000 prepared income and federal AGI, $20,000 included benefits, a $60,000 eligible pension with $30,000 gross benefits and a spouse’s $10,000 pension with no gross benefits, the pension subtractions are $19,824 and $10,000. Maine AGI becomes $70,176. With both spouses age 65, a $34,700 standard deduction and two $5,300 exemptions leave $24,876 taxable. The published estimate gives $1,442.81 before credits. Raising federal AGI alone to $305,800 halves each otherwise allowed pension subtraction; a separate Maine modification does not replace federal AGI in that calculation.
The May 20, 2026 rate chart supplies three schedules with literal printed base taxes; this calculator preserves those bases rather than forcing mathematically continuous brackets. A new 2% surcharge applies only to taxable income above $1 million single, $750,000 separate or $1.5 million head / joint / qualifying survivor. Credit recapture, special taxes, refundable credits, estimated payments, withholding and final balance require separate preparation. This worksheet uses four-decimal phase fractions and cent intermediate estimates, distinguished from final return whole-dollar rounding and lookup tables. The agency’s 2026 page currently links estimates and phaseout worksheets while final return / pension worksheets remain placeholders; reconcile the estimate when final instructions are published.

Compare Maine with nearby states
New Hampshire is Maine’s only neighbor. Massachusetts and Vermont are one state further away, chosen from those states for the treatment of Social Security, pensions, IRA withdrawals and wages closest to Maine’s. Run each one’s worksheet with the same household figures before deciding where a move would leave you.
