Use the year income is received, not the filing year. Later years use a separately approved assessment until the next return rules are verified.

Applies to distributions entered below, not to your separately approved exempt pension. PA plan retirement conditions can differ from federal early-withdrawal rules.

Never taxed by Pennsylvania, at any age.

Old age and retirement benefits paid after reaching a specific age or a stated period of employment are not taxable compensation.

Only a verified eligible-plan distribution is excluded after its applicable retirement conditions. Early payouts use approved unrecovered PA-taxed contribution basis; other income categories require preparation.

More inputs (optional)

Pennsylvania gives no deduction for 401(k) deferrals, so the money you put in was already taxed. On an early distribution it comes back out first. Only used when you are taking distributions early.

Pennsylvania plan retirement conditions differ from a federal penalty rule

Pennsylvania excludes verified eligible retirement distributions after the plan’s applicable conditions; early payouts require basis review.

Pennsylvania’s Personal Income Tax Guide excludes eligible-plan distributions after the applicable retirement age or years-of-service conditions. Social Security and approved old-age pension benefits have their own nontaxable treatment. An early distribution from an eligible plan can be taxable to the extent it exceeds contributions previously taxed by Pennsylvania.

The tool keeps an approved exempt pension separate from the plan distributions whose retirement status is selected. It requires confirmation of the plan category and approved unrecovered Pennsylvania basis. A federal exception to the additional early-distribution tax does not by itself establish that Pennsylvania exempts the same payout; federal and state conditions must be checked independently.

In the illustrated early-distribution case, a $15,000 payout with $5,000 of approved previously taxed contributions leaves $10,000 taxable as modeled compensation. At Pennsylvania’s 3.07% rate, the estimate is $307. That basis must not have been recovered previously, and it cannot be assigned to a payment without an account-level record. A confirmed qualifying retired distribution has a different state result.

Pennsylvania has separate income categories and does not generally prepare retirement liability by applying one broad federal deduction to all receipts. Other taxable categories, local earned-income rules, mixed or nonqualified plans and uncertain basis need a prepared return. The federal worksheet below remains relevant because a Pennsylvania-exempt distribution can still be federally taxable and affect Social Security.
