Use the year income is received, not the filing year. Later years use a separately approved assessment until the next return rules are verified.

Prepare actual 2026 federal AGI before RI adjustments, current federal conformity / other modifications and distinct still-included owner receipts. Approve actual standard eligibility and personal / dependent count; this mode is for unrestricted eligible individual resident returns. A dependent-filer deduction exception, mixed residency, nonresident allocation, special tax / recapture, loss classification or unsupported credit needs separately prepared final liability.

Qualifying surviving uses the joint basic deduction but only the actual receiving filer’s income / age facts. A filing label does not approve spouse / dependent exemption rights. Prepare all owner allocations again after changing status.

Actual federal adjusted gross income, not federal taxable income after the standard / senior / itemized deductions. State modifications are applied below; state benefit income-test approval uses FEDERAL AGI before those modifications.

Actual current additions, including applicable federal conformity / depreciation / state-interest adjustments. The July 2026 legislation changes some provisions by year; do not assume all federal exclusions flow through.

Actual current subtractions excluding every displayed pension, SSA, military and protected RRB item. Do not claim an included receipt twice.

Separately verify the actual 2026 indexed limit and filing category, before RI modifications. Current downloaded advisory labels its benefit limits 2025; the February 2026 guide also applies 2025 and conflicts on the joint figure. Neither value is silently reused. Required only for an owner with otherwise age-eligible receipts. This approval does not remove the owner-age or plan-source tests.

Actual owner’s federally taxable payment still included in AGI, after recovered contribution basis. Exclude any military amount already entered separately. Pension source determines whether this amount qualifies.

Eligible actual taxable pension / annuity, 401(k), 403(b), 457(b), profit-sharing / other supported line 5b categories. IRA distributions do not qualify, including later withdrawals of rolled-over employer pension. A completed direct rollover normally is not federally taxable; do not insert its gross value.

Actual owner’s allocated federally TAXABLE Social Security still in AGI, not gross benefits. On a joint return independently prepare the taxable-benefit split. RRB-equivalent receipts belong in the separate protected RRB amount.

Actual receiving claimant, including an approved survivor; not the deceased owner’s birth year. For 2026, born 1959 or earlier has attained SSA full retirement age; born 1960 generally has not. Age 65 alone is insufficient. Unused when owner receipts are zero.

SSA directs January 1 births to the previous birth-year table. A January 1, 1960 owner uses 66 years 10 months and reaches full retirement age in 2026. Other 1960 births use 67 and do not. This selector is ignored for other birth years.

Actual federally taxable eligible military-service retirement still included, after basis. Actual military-service / eligible surviving-spouse rights must be approved. Remove this amount from the other pension-source fields.

Current 44-30-12(c)(11) / actual agency guide: included qualifying military pension exempt without age or AGI ceiling, eligible surviving spouse included. Do not generalize to all civilian CSRS/FERS or every uniformed agency. A payment can be subtracted only once.

Actual federally included Railroad Retirement Board benefit exempt under federal law. Independently approve source / gross-to-taxable basis and distinguish Tier 1 amounts from SSA. Private railroad-employer pension is not automatically protected RRB income.

Actual allowed count, not automatically filing status. The 2026 indexed amount is $5,250 per eligible person before the common modified-income phaseout. Dependent-filer / owner exceptions and actual claimed child or dependent rights require approval.

Optional FULL approved ordinary credits against this tax, after current ordering / limits. Blank preserves before-credit tax and leaves after-credit tax unknown; no refund from unused ordinary nonrefundable credits. Refundable credits, estimated payments, withholding and special recapture are outside this result.

Actual 2026 agency schedule: $82,050 and $186,450 band boundaries at 3.75%, 4.75% and 5.99%, with printed bases of $3,076.88 and $8,035.88. Standard deductions are $11,200 single or separate, $16,800 head of household and $22,400 joint or surviving spouse, plus $5,250 per actual exemption; the modified-income phaseout starts above $261,000 in $7,450 steps, and income of exactly $290,800 still retains 20%. Current law allows a $50,000 pension modification per eligible actual owner from 2025. The actual 2026 benefit AGI limit is not yet verified: independent income-test approval is required, and inconsistent prior 2025 tables are not reused. The SSA full-retirement-age condition still applies in 2026. Enacted June 12, 2026 Chapter 84 / H7127 Substitute A as Amended removes the SSA age condition from 2027. It adds 1% on taxable income above $1 million in 2027, then 2% in 2028 and 3% from 2029 with statutory indexing. The later-year assessment must include these changes; no 2027 table is applied to 2026. Final 2026 return tables, rounding, credits and special scope remain prepared separately. Rhode Island retirement in 2026: actual owners, pension sources and state income

Estimate Rhode Island retirement tax with eligible owner pension caps, IRA exclusions, Social Security age tests and the actual 2026 deduction phaseout.

Rhode Island retirement tax depends on the actual receiving owner, the payment’s source and the state income test. This resident worksheet adds the published 2026 annual income-tax schedule, current state deductions and actual exemption counts to separate pension, Social Security, military and railroad items. It requires approved current-year state conditions. The federal worksheet below remains separate because Rhode Island starts from federal adjusted gross income, not federal taxable income after the federal standard or senior deduction.

Current Rhode Island law allows up to $50,000 of qualifying taxable pension and annuity income per eligible individual for tax years beginning on or after January 1, 2025. On an actual joint return, two independently eligible recipients can have separate limits; one spouse cannot transfer unused room to the other. A surviving-spouse filing category supplies the wider state deduction, but it does not invent a second living owner’s pension allowance. Enter the actual owner’s federally taxable amount after contribution-basis recovery.

Eligible categories include supported private and government pensions, annuities, 401(k), 403(b), 457(b) and other qualifying employer-plan payments. IRA withdrawals do not qualify for this pension modification, including traditional, Roth, SEP and SIMPLE IRA distributions. A payment after moving an employer pension into an IRA remains an IRA withdrawal; tracing its old employer source does not restore the pension deduction. Corrective distributions of excess deferrals or contributions are also outside the pension modification. A completed tax-free direct rollover is not income to subtract from federal AGI again.

The receiving owner must have attained Social Security full retirement age for the 2026 pension and Social Security modifications. Age 65 alone is insufficient, even for a public pension whose employment was not covered by Social Security. SSA uses the birth-year schedule and directs January 1 births to the preceding year’s table. In 2026, owners born in 1959 or earlier have attained the required age. Most owners born in 1960 have not reached 67, but an actual January 1, 1960 birth uses the previous-year 66 years 10 months rule and reaches the required age during 2026.

A joint return must preserve each owner’s facts. If the older spouse has no pension and the younger spouse owns all of it, the older spouse’s age does not make that younger owner’s payment exempt. The same principle applies to the actual receiving claimant of an approved survivor pension: use that claimant’s age and source rights. The calculator ignores a living-spouse field when the filing status is not an actual joint return. Changing status requires fresh approval of the reported income and exemption ownership.

The pension and Social Security modifications also depend on federal AGI being strictly below the applicable annually indexed income limit. This is federal AGI before Rhode Island subtractions; excluding military pension from RI modified income does not reduce the federal AGI used for that test. This release leaves the actual 2026 income test independently approved rather than assigning an unverified automatic ceiling. A blank or unapproved controlling test keeps the state result unknown. If the approved test fails, age-eligible benefit modifications are zero.

The primary-source research found a real year and amount conflict. The official inflation advisory publishes 2026 ordinary rates and deductions but labels its benefit-limit tables 2025; its joint 2025 figure is $133,750. Publication 2026-01, issued February 2026, explicitly applies to tax year 2025 and repeatedly prints $133,500 for the joint benefit limit. Neither conflicting figure is silently relabeled 2026. The publication’s source and owner explanations remain dated 2025 guidance, while current law confirms the continuing $50,000 pension cap. Final 2026 benefit instructions and the applicable indexed limit need their own verification.

Only the federally taxable Social Security portion still included in AGI can receive the state modification. Gross benefits and already federally exempt amounts must stay outside the subtraction. On a joint return, independently prepare the included taxable-benefit amount belonging to each spouse. An older claimant’s qualification does not exempt all household benefits. Railroad Retirement Board amounts, including approved Social Security-equivalent components, use the distinct protected railroad field so the same benefit cannot be removed through both the SSA and RRB entries.

Qualifying military-service pension has separate relief without the pension modification’s age or AGI ceiling. Current law and the agency guide also support an eligible surviving spouse’s military pension. Enter only actual federally taxable military retirement still present in AGI after basis, and keep it out of the other pension inputs. A civilian OPM pension or every uniformed-agency payment is not automatically military-service retirement. The same military amount cannot be deducted again through the general pension provision. Other civilian eligible pension can retain its independently approved owner allowance.

The actual 2026 RI-1040ES publishes one rate schedule for all individual filing statuses: 3.75% through $82,050 of taxable income; $3,076.88 plus 4.75% of the excess through $186,450; then $8,035.88 plus 5.99% of the excess above $186,450. The worksheet preserves the printed rounded bases and rounds each annual estimate to cents. It does not multiply gross retirement receipts by the top percentage. Final return lookup tables and whole-dollar line rounding remain separate from this published estimate method.

Actual 2026 state standard deductions are $11,200 single or separate, $16,800 head and $22,400 joint or qualifying survivor. Each independently allowed personal or dependent exemption begins at $5,250. Both amounts phase using RI modified federal AGI after approved state subtractions. At or below $261,000 the full amounts remain. Above it, each $7,450 increment or fraction removes 20 percentage points. The literal 2026 payment worksheet retains 20% at exactly $290,800 and zero above that amount; the model preserves that inclusive boundary rather than smoothing it. No extra state age 65 standard amount is invented.

For an illustrative approved joint scenario, federal AGI is $120,000, the older filer has $60,000 of eligible taxable pension and $15,000 of included taxable Social Security, the younger spouse has $10,000 of pension and $5,000 of taxable Social Security, and a distinct $10,000 military-service pension is included. With the actual 2026 income test independently approved as passed, the older filer gets $50,000 pension relief and $15,000 SSA relief; the younger owner gets neither age-tested amount. State modified income becomes $45,000. After the $22,400 state standard deduction and two approved $5,250 exemptions, taxable income is $12,100 and the published annual estimate is $453.75 before credits.

If that older filer’s $60,000 payment is instead an IRA withdrawal, pension relief disappears while any independently eligible SSA and military relief follows its own conditions. In the same illustrative income-test-approved scenario, state modified income is $95,000 and taxable income $62,100, giving $2,328.75 before credits. These examples demonstrate the source difference; they do not prove the current-year income test from an assumed numerical ceiling. Additional IRA withdrawals can also change federal AGI and benefit eligibility, so reprepare both conditions when income changes.

The July 22, 2026 enacted legislative summary removes the Social Security age requirement beginning in 2027 and starts the new high-income surtax in 2027. Neither future change is substituted into this 2026 calculator. The resident model assumes approved unrestricted individual state standard-deduction rights and actual exemption ownership; dependent-filer exceptions, mixed residency, conformity adjustments, other special taxes, refundable credits, credit recapture and final return methods need separate preparation. An optional ordinary nonrefundable-credit amount can reduce the resolved state estimate to zero; blank credits leave the before-credit amount available and the after-credit amount unknown.

The enacted June 12, 2026 budget, Chapter 84 (H7127 Substitute A as Amended), adds a separate individual high-income surtax beginning with tax year 2027: 1% of Rhode Island taxable income above $1 million, rising to 2% for 2028 and 3% from 2029, with statutory inflation adjustments for later thresholds. These are future-year rules, not a change to the displayed 2026 calculation. Use the later-year approved assessment for a 2027 return and include the actual surtax, ordinary indexed tables and applicable benefit changes in that assessment.
